Must we install the game to run the server?

Has anyone tried just uploading the installed game without installing it and running the server? And did it work?

All my boxes have RAS installed (which i can't remove for various reasons). Because of this, the Windows firewall is disabled and cannot start even if RAS is disabled. Because of this, the install fails
