Changing XP per kill?

So I am looking to change the exp you get per kill on a rank server on 1.7. I have my server load and everything and I have an all in one config. Below will be the config I use and all just search for team death match toward the bottom and you will see the extra stuff ive added from searched and posts I have seen on here especially from Joker but still not working I'm only get 10 per kill. Looking for help!

I have also tried leave it at "tdm" instead of "war" but nothing happened with that either.
