Setup Vote & first blood & static info %manage admin

hey
i'm trying to use those vote that when u write !vote kick player in say
it would start a vote with !yes or !no but i dont know how
i dont want the other silly vote to be honest
and how can i make a first blood notice ...
other thing is how can i say the player name in static info
like
Trigger = >!kills Response => playername killed ? people
i need all of these scripts like player name , player last kill , player got killed by ,!:confused:

another thing ...how can i manage the admins ? like => master admins =>all options regular admins => kick and ban
and how can i write the attention note for the master admin when hes joining the server

i install in my vps with windows 2003 and it says " The application is faild to start because the application configuration is incorrect.reainstalling the application may fix this problem"
and i reinstall it but nothing happed
can i just do the config and put it into my server ????
and errrr !!! where can i find commands for this big brother thing

so now i installed it but its like errr .....
i searched all the plugins for admin join message , vote system , fistblood
nothing at all! hope someone can get me to the point !? anyone ?
