custom maps

how do some servers run custom maps without the client needing to download ? or am I mistaken that this is possible ?

If you mean a completely custom map from ground up, you are mistaken. But most games allow you to spawn objects into a map at start up (or later) so it is possible to take an existing map and customize it (and boxes, ammo, wreckage, tanks, etc.)

In a lot of games you can take single player levels or multplayer maps designed for a particular game type, and modify them to work with a multiplayer game type of your choice. If you have not seen the maps before, they make look new but you had them all along.
