1st you need to create a db for your phpnuke
Then you need to upload your phpnuke files
Then you need to config phpnuke with your db info
Then you run your phpnuke install script
Then create your super admin
Then customize phpnuke

FYI PHPnuke is great but for security reasons can be a pain, there are many updates and everyone is building scripts to crack your site ie Microsoft. This is the main reason both MOHadmin and CoDadmin went to paid software

It can still be secure you just need to be on top of it all the time, good luck

UPDATE:
Just found this (http://www.websiteallies.com/forums/viewtopic.php?t=47&highlight=phpnuke) in this thread on their site:

The other item is you mentioned you want to upload phpnuke. Our free hosting service is not compatible with phpnuke this is why we do not offer it with our service offerings. I would suggest if you want a portal you instead select one of the ones we offer through the Fantastico section of your website control panel.
