2 mod updates PA / SH

We have two mod updates this afternoon.

SpearHead:
maggot.se sends in an update to his Rifles only mod, mROM-SH v2.0
This is a true Rifles-Only mod (no pistols, nades or portable/stationary weapons - only rifles!)

Pacific Assault:
[VS-UK]Lt.RolyPoly had updated my message center mod for PA. He has added delay cvars for the messages.
Delays are CVARS now…and there are 4 of them:
- sv_initialdelay
- sv_delay
- sv_middelay
- sv_repeatdelay
