I feel your pain
You will have to wait for the patch then, as there is a problem with the server that will not allow you to specfiy a net ip. It will start and list but will not allow people to join it. You can go to the IP with the + connect comand on the command line but that will be the only way..
If I have any of this wrong guys please jump in here and set him strait

Yikes... that's a lot of questions!
1) ETA ON PATCH: Soon. Now testing final release (hopefully) of first patch. We don't want a buggy patch, now do we? :)
2) Use the Dedicated Server Launcher, set all the options you want just as you want your server to run, then click on the SAVE CONFIG button. Then, look in MY DOCUMENTS>EA GAMES>Medal of Honor Pacific Assault(tm)>
and you'll find your new config file in that folder, saved as server.cfg.
3)You will need to add the set rconpassword "<yourpassword>" to it, but it doesn't require a 1 or 0 switch.
4) 1 always activates a cvar, 0 always deactivates a cvar, but be careful, because some CVARS deactivate functions!!!

Cfg files are easy to create using the DSLauncher. Tell it to save the cfg when you are done and then go look in your My Documents folder to find it. You can then add your rconpassword to it, resave it and upload to your server.
0 and 1 have not changed. You will not use that for setting the rconpassword any way, the command is:
set rconpassword "your password"
