What program makes/edit Skins

What program makes, and or edits skins? I have been looking for one and have been un-successful. :(

Photoshop can make and edit skins, you'll need pakscape too to make/pak it into a pk3 file, if your just editing then winrar works.

If you aren't entirely comfortable with the advanced features of Photoshop, you could also always try Paint Shop Pro, a little less complex graphics creation/editing program, which can also edit the files for a skin.
