Custom server messages?

Hello,

I've recently played on a server where there were custom messages displayed every so often below the compass... How is this done? Is there a mod or a file to edit?

I've also seen custom messages coming from the console, but doing this with autokick or something similar is easy.

Any help would be great, 8-)

There maybe other programs that can do it but theo only one that I know of for sure is counter intelligence.
