Console message

Yeah, i just noticed that i have a message that pops up thru console every 2-3 minutes and it says "console:CONSOLE:" i assume this is just a message that pops up every couple of minutes. Where do i go to change the message so it say "console: Whatever my message is" and or how do i turn it off so it doesnt pop up at all, and where can i change the time limit that it pops up in? So itll pop up every 5-10 minutes.
