Ihave made adjustments to the server config and made the maxrate "0" and still the max download speed is 3KB and can we trn up this value to download at faster speeds?

OK here we go....
Server and client must have allowDownloads on
for server side :
seta sv_allowDownload "1"
for Client side:
seta cl_allowDownload "1"
If you look at our server config file you will see a line in there that would say :
seta sv_maxRate "8000"
I recommend not changing this to anything more than 10000 or below 5000. For the server would take a hit on performance.

The next thing you need to do on the client side is change this line:
config_mp.cfg in the Call of Duty/Main
seta rate "25000"

mine was orginally set at 5000 this is why my downloads were going at 3KB and not any faster. Now I have pumped it up to 25000 and now I hit 14KB in transfer rates. I would imagine if you set both server and client on "0" it would go the max for both. Again I don't recommend this. This will cause a performance hit on the server. I have not tested that out as of yet but fom my understanding it should work.

I have tested out setting everything to 0 and it made it very slow in bytes downloading speed. So definitly do not recommend setting anything to "0". I currently have my server set at "0" and my client side set at "25000" and I hit nice transfer speeds. But don't set the client side to "0" server is fine but it will cause lagging issues when everyone starts downloading from it. So a good setting to put at depends on the connection the server is on. I recommend for a DS3 to be no more than 12000 to split up the load to everyone in download.
