Make a directory in the root of your CoD folder, name it whatever you like, for example you can name it "MyMod". Next place the pk3 file in that directory, just that file, no other files.
Then add this to your command line: "+set fs_game MyMod"
Where "MyMod" is the directory you created.
After that read the readme file and check out what variables are used with the mod and set them in whatever config file you choose.
Also if you start with the readme file it helps. That's why they call them readme. :)

In kc's defense, nowhere in the readme for that mod does it mention creating a directory for the .pk3. In fact, I found the readme sorely lacking with regards to installation:
******Installation******
1.= Only server admins will need this, server-side, not client-side.
2.= Place in your CoD main folder/Place in your server's direct FTP.
That's it for installation.
It also fails to describe the command line switch you mentioned. That would have been helpful also. I'm not knocking the mod, I just feel that a little more time spent on the documentation could go a long way. Just my $.02.
