runtime error 53

i have seen this before but cannot remember how to fix,Delator runs fine if noone is on the server,but if one person comes on and it scans i get a runtime error 53,file not found.
any ideas?

really need some help here folks,i deleted all files,everything on my computer and on the server.
re-downloaded Delator,built the Mod and uploaded to server,started Delator and it scanned fine,as soon as the first person joined it again got the Runtime Error 53.file not found.
Driving me nuts.
I'm not new to Delator,ran it on my other server for over a year,i run it in conjunction with Dogtags,i have tried it with Dogtags box checked and unchecked,still no luck.
I have the TK feature set up and whenever certain people join it Flashes "Banned" on the screen,think this has something to do with it?
The TK feature worked great on my other server,now if you TK it puts you in Spectator mode until the next map.
Willing to try anything right now,been fighting this for a couple of days,any ideas.speculations and wildass theorys are welcome.
