A couple of questions..

I have a 16 player server and my server.cfg looks a little like this.

set sv_privateclients "16"
set sv_maxrate 10000

What does this maxrate line mean? I dont know anything about except the fact the server company told me not to touch it. Is it set at an ok rate? Also does it really matter if you have a Windows or linux server?
