can't connect to server's console when playing !?!?!?!?

Please sombody help me !!!!
i created the server by Mohaa Runner and it's work very good !!!!
the server is on gamespy and All seeing eye and i can connect to server!!
but if i want to change map or kick player when i play on my server i push ~ to open console and writing command the console says that server is not runnig !!!!
how i can to get in to the server's console ?????
what the command to connect to servers console and how i can to protect connection to console from other players that playing on my server ???
please help me :(
