I would like to know, if anyone knows this, how to limit rcon access to someone. Like, don´t want someone to change the max. number of players, and other settings.....

Rcon is rcon, once they have access they can do it all. You would need some kind of special app to do what you want. Then they sign in to the app and it only gives certain access, trouble is Ive never seen one.
