Can someone screw ur server up?

I was playing on a Taiwan server when someone was caught cheating. Then he got pissed and said that this server was going down in a few minutes. I don't know what he did but he quit and reconnect, quit and reconnect again over and over for about 7 times. Suddenly the frag limit changed to 1 (previously unlimited) and the time limit changed to 1 minute (previously 15 min). So yeah, basically the server was screwed.

Does anybody know about this? Can a non admin change the setting of a server by disconnecting and reconnecting to a server over & over? Do you think that cheater was the admin himself? The server I'm talking about is MOHTw server.

Cpt_Sobel, I think it's callvote fraglimit 99999 or w/e then you reconnect til the vote passes.
Sobel just disable votes. . . The command is sv_allowvote 0, 1 is default

the lamer took advantage of a the voting exploit that's in MOH. its lame.. but can be useful at times... there's this ass that changes moheast3 to tdm sometimes. grr.
