Quick question...

I visit other servers and who ever is using console can make a message appear like the MOTD in the middle of a match. I was wondering if anyone knew the console command to make that happen. I've looked everywhere and cannot find a thing.

Description: Cool ingame Rcon tool by a togglemenu. Loads of preset commands etc. Readme enclosed.
