ded server "not runing"

i have a ded server and i did the short cut thing of seting it up and i start it up and i type status in console and it says "server not runing" and it dose not show up on list help plz i dont know if its my server.cfg but here it is i might be missing something i really dont know but if i go into game and set it up it works
