dm flags not working on some maps!!

I Am Trying To Run A Mixed Game Type Rotation But For Some Reason On Stadt And Berlin The Strafe And Lean Wont Work. The Screen Just Glitches. The DM Flags Are Set Right But It Wont Work. But All The Other Maps This Setting Works. Does Anyone Know Why It Is Doing This? And One More Thing My Server Keeps Kicking Everyone Off When It Gets To The Hunt!! When You Try To Connect To It It Says Cant Load Map Missing A .min file and some other file? Why Is It Doing This On A Retail Map?
Can Anyone Out There Help Me Out?
