It is no way of doing that in the game.
But it is a lots of Admins Tools that do that.

You have the CrawKing Autokick.
And you have the one that i like the best.
ServerWatch.
But the serverwatch is a bit hard to set up.
But when you get it running.
It is no other ServerTools that gives you so many features to use on the server.
You can set it to wish people Welcome to the server when they come to your servers.
You can set weapon not to use allso.
It will kicke teamkillers and kick Respanw killers.
And it will kicke people with Customs skinns
And a lots moore.

But i think that CrowKing is one of the easyest to set up.
And use.
