Is this normal?

Hey everyone hows it going

I had a GeForce2 videocard and I was getting an average of about 70 fps so I went ahead and bought a GeForce 4 ti4200 and i was expecting to stay in the 90's or even pass the 100's but Im still staying at my average 60-70 and when Im in fire fights it even goes down to 20-30.I really want my money worth on this card or maybe its not even the card and something wrong with my pc but I dont think so because I just had a sytem restore abour 3 weeks ago.Anyone else have this same problem or know how to fix it?

Things to check:
1. up to date vid driver
2. up to date Direct x version
3. plenty of free space on your hard drive
4. plenty of memory--256 to 512 mb at least.
5. no other programs/services running in the background while playing

Could anti-aliasing or v-sync have anything to do with it?
