Cheat skin--allied_soviet_sniper??

Hey all, was wondering if anyone knew if allied_soviet_sniper is a cheat skin. A player on the other team during a match was using it. I had delator running silent and it was in the log that he was using it. It is on my list, but is it a cheat?

Mostly any NON custom skin ca nbe seen as cheat skin.
But there are clan skins out there also, but do you know what it see's??
So we have all costum skins banned from our server and only original skins are being used.
What did you agree with the other party? We agree only original skins only, and no other mod's
