fix slow heathrate

It seems to be bugging the hell out of some about the healthrate in TDM. When you pick up a health from someon the health bar rises slow. How do you fix it so its like AA?

Does this mean that you can set g_healrate 0 and they can pick up the health pack but it doesn't heal?

No, zero disables heal-rate, which means it behaves the same way as picking up health in classic MoH:AA (instant heal).
