health packets

I have spent hours trying to find how to set my server up to not drop health packets for MOHAA and no footsteps. I have read the entire forums for an answer. Cant find any answer.. ive looked thru the cvarlist and cant determine if its " set, seta, ?????????

None, is it seta sv_healthdrop 0, if so it soesnt work?

Please help.... :)
