Hey in the server config I have mine set at 1.000000, anyway if i dont want the "sprint" just the normal run speed at 250 (which i also added in the config) what would I set it to should I just put the // in front of it or set it to "0"

I have my server set to:
sv_runspeed 250
sv_dmspeedmult 1.000000

and it seems to be exactly how MoHAA was.
