Ok after months in the trenches and after reading post after post about how to get PB messages working i finally figured out what none of the post mentioned and why i, and probably lots of others could not get it to work.
you need to add the following line into your server.cfg file located in your main or uo directory
pb_sv_load pbsv.cfg
After of course you have edited your pbsv.cfg file with there proper task messages

If the pbsv.cfg is in the "pb" folder, PB loads it by default. If it's in the "main" or "uo" folders it'll be ignored by PB and will need to be manually loaded.

 Have you figured out the timing of the messages in the .cfg file? I never could get that to work correctly. Usually when someone joins they are flooded with most of our messeges.
Any help or links as to how to configure it properly would be appreciated.

Probably didn't have fs_homepath in your start up?
