I'm trying to set up a dedicated CoD server, but when i tries to start the server it loads untill it has to populate the server and it just says

Hitch warning: 2108 msec frame time

The server is behind a NAT router but it's set up properly cause when i starts a server through the ingame menu it works fine.
I've tested this with three diff cfg files but none of them works.

Do you have any suggestions to what i can do ?

I'm not sure what you think the error is. The "hitch warnings" are normal--they just warn you that a certain process took longer than expected. That usually happens when maps are cycled, etc. As long as you don't get them a lot during regular game play you are fine.

The heartbeats are fine too. You'll get those every minute or so.

What is the problem?

I'm confused, too...the game is obviously starting. As Glanzer said, thos hitch warnings means that its running. Can you be a bit more explicit on what you mean by the problem is that the game never starts, or can be seen by anyone??

Wild guess without seeing your config of start command: add a "map_rotate" to the end of your config, or a "+exec map_rotate" to the end of your startup line to kick in the fisrt map.

I have the same problem. I have tried what MajorWoody said but nothing change... It's a lan server (dedicated 1) so Is there possible to avoid any connection to internet more precisely this one codmaster.activision.com?

Wait a sec, a "dedicated 1" server doesn't send a heartbeat. It shouldn't try to contact Activision at all (at least I don't think so). I've run a "dedicated 1" server a dozen times for testing purposes, and it's NEVER sent a heartbeat. Post your startup command line so we can verify that's what you're doing.

Here's my startup script for my dedicated 1 server:
