Obviously you have a weapons mod that is borked. This is common when you change the ammo properties for the full auto version, but forget to change it for the slow auto/semi auto version. That, or you have one mod "stepping" on another.
Remove each mod one at a time, and try to start the server each time. When the server starts up OK take the last mod you removed, and open it with Packscape. Find the weapons/mp folder, and delete it. Save the changes, and put it back on the server.
If you arent running any mod's, then reinstall the game, or replace the pakuo04.pk3 file on your server with a known good one.
