New SH server, rcon not working

I am working for a GSP and we have a customer that just ordered a Spearhead server. His rcon password is entered correctly, and he says that rcon is not working in-game. He says he has 3 years experience running SH servers, so I assume he's logging into rcon correctly.

Any advice on what might be wrong?

18+ slot servers periodically lose rcon. requires an OS reboot to release the resources to let rcon work again (note I said OS reboot. Stopping and starting the game server won't cut it).

You can also look at his rcon and try it yourself. He may have 3 years of (weak) experience or just suffering from the fat finger of fate.
