DISABLE kick and ban in vote-menu

I used to run a public server,but so called clans take over the server and kick anyone who wants to join the game.
How can i DISABLE the kick and ban in the vote menu but KEEP the vote map and gametype options ?

Now my server is behind a password because of the bad behaviour of some childish people.
Help me make it public again....thanks...

I don't think there is a way to do it using the current voting system but I think it may be possible using the CoDaM mod and a plug in that's made for it (PowerServer). I know it has some type of map rotation voting built into it, you could disable the normal voting system and PowerServer may give you what you want. I would head over to their forum and ask.

By the way..just my opinion.. this is why the voting system in the game needs to be disabled. Although it has it's good points, Generally there is just to much abuse.

Upgrade to United Offensive and you can turn off kick voting but allow map change and game type voting to still be on.
