PowerServer 1.0 (a CoDaM Plugin)

- Player Punishment Commands: Mortar, burn, disarm, explode and turn players into a cow.
- Map Voting: Allow players to vote for the next map.
- Competitive MatchMode: Matchsetup, countdown and a dozen league configs.
- Team & Player Controls: Lock teams, forceteam players, assign clantags to teams.
- Mercy Limits: End the map when one team gains an overwhelming lead.
- Anti-Camping: Punish players who camp in one area for too long.
- Spawn Protection: Keep respawned players alive for five seconds or until they press fire.
- Random Mortars: Spice up gameplay with some atmosphere.
- Welcome Messages: Print up to three messages when a player connects.

is there a way to get the admin tool in there to work with HOB

I don't know what HOB is exactly. If its a CoDaM plugin then yes it will work with PowerServer, otherwise probably not.
