Wher Can I find this file to have flashing text on the server?

What do you mean by flashning text. Do you mean where your name oves on score board(kills) at the end of the map before it goes on to the next map.

nope not the kills part but its part of the server when everyone plays text displays once in a while indicating msgs and what not.

There's RudeDoggs Message Center; it's in the downloads section. If you have CoD 1.4, you can use PunkBuster to send messages, using pb_sv_task.
