Looking for an admin tool...

something that admins can run commands in game through console or just all say. Also something that won't use rcon directly because we arnt exactly ready to give out tcon pass to jr admins. UPD-COD did this except it stopped working all together when 1.3 came out. Oh yeah also need the tool to work with the heat of battle mod because thats what the server runs.

any one know of a tool?
