Your command line is wrong..There is no game called valve and you have not specified a directory for the game.

This is more like what you need if you are trying to update a steam game using the Hdlsupdate tool.
This is an example of the update tool command line used to update L4D..

"C:\Program Files\Valve\HLServer\HldsUpdateTool.exe" -command update -game left4dead -dir C:\Gameservers\L4Dserver

This is a linux server I'm talking about, I tried doing what you said using .bin instead of .exe and changing the paths to the ones I'm using...

Did you actually create the directory folder where the game will be running from as Hlds will not do that for you.
You have to create it first then run hlds.
