How do I turn off player names above each player? I have found how to turn off battle chatter and icons just need player names now.

You cant turn off the overhead names without a mod.

What about shrinking them way down?

Not without a mod.

They are controlled by client dvars, and as you connect, they are set to stock amounts. So, if a player turned them off, or adjusted them in his config_mp.cfg file before he connected to a server, the game would reset them anyway, so no point doing it.

A mod can "force" a change and override the game's reset to stock values.
