Server Lag when the 8 player enter and more

Hi

My server is a AMD xp2000 runing server 2000 (os) with 523 mg of memory. The service running is routing, dhcp, dns, iis. when the 8 player enter the server the ping go up to 200 for everyone. My maxrate is 8000 and my provider give me 4 Mbps
download and 640 kbps upload.(videotron cable extrem) less than 8 player everyone have a ping of 50 to 80. Do you think is the memory or the provider the problem? what can i do to be able to have 10 to 12 player playing with no lag. Thanks (sorry for my bad english) :(

It seems your upload speed limits how much your server can take clients. You could try maxclients 10-12 and maxrate could be ~7000. BUT If you are playing same computer that hosts game, I guess maxclients could not be more than 8 - 10. :|

That upload is way to low to host anything above 8, sorry M8
