Change Killcam / spec to first person

When in spectate or kill cam you get this "over the shoulder" view instead of first person. What server settings do I use to change this to back to first person.

Its hard to tell if someone is hacking by looking over the shoulder.

when I spec, it says to hit the v key to switch to First person, (yours might be different, my keys are all wacky)
