Here is my error. My Dedicated Server runs 5 cod4 games and a few BF games with Server 2003 enterprise on it.
This error has been driving me nuts for 5 hours straight. Its like the Game is not allowing any one out side of the local lan SubNet to connect. I have 13 IPS and have tried 5 of them with no joy.
I will keep working on this and hopefully the more info we all give each other we can pin this down.

I'm afraid not. It just sits there at DW Authorizing? Or is the console application locked up requiring you to stop the process to shut it down?
For people who have 4 out of 5 servers up and running, it is time to find what the difference is between them. Hardware, DirectX version, Windows Version (and patches), directory structures used, config differences, and even what else is running on the server (i.e. a CoD4 server using the same default port).
SOMEthing is different. But it isn't necessarily your machine's fault that it is crashing either.
The other approach is to find what all the servers having this problem have in common. That would require everyone having this problem to list all that same above information to be compared.

Try redo the start up command give this one a try.

Have you tried removing the +exec server.cfg from your start up command to see if its a config problem. When you remove that it will load its own defaults. Worth a shot to see if it goes threw.
You can stick with 28960 or change it to something else like 28961 and so on.

I can tell you one thing that will hopefully keep you from going down the wrong track: it can't even remotely have anything to do with DNS, in ANY operating system. The only function that DNS servers is to resolve fully-qualified domain names (hostname(servername).anydomain.com) to an IP address. None of the Call of Duty games use domain names ANYWHERE to start up. The only place you'll find it is in the HTTP Download Redirect dvars.

That's a new one but i may have some ideas for you let me do some test.
I am still working on the original problem (Not a Lan BS)and have gotten it tracked down some more.
The Lan error looks to not be in the configuration of COD but somewhere in Windows its self that its atching its self to. Thus not letting any Subnets out side of the local network connect to the server.
I am looking for away to tell COD to shove it and pull the connection anyways.

The Authentication and Master server are done via DNS. Both point to cod4master.activision.com (but different ports: Authentication port is 20800, Master port is 20810)

I dont think it would be a dns problem every one would have the problem if it was
The Domain Name System (DNS) is a hierarchical naming system for computers, services, or any resource participating in the Internet
IE: There the Servers that tell a URL to pull up an IP Address, The Card Catalog of the internet.
The only thing would be a firewall blocking the ports needed to authenticate with Activision mater server.

Okay, "DW" has something to do with your profile (and the buddy/invite system).
Is there profile information on that install? I have absolutely NO profile on my dedicated server. HOWEVER the server DID create an empty directory (where I guess the profiles WOULD be stored).
It is located here:
C:\Documents and Settings\<Windows_username>\Local Settings\Application Data\Activision\CoDWaWbeta
Make sure that it is created. Maybe it is trying to create it unsuccessfully?
If there is a profile there, you might try removing it (on the dedicated server at least). Just move the whole folder out to the desktop temporarily and see if that helps.
Hope that at least gives you some more trouble shooting options.

Well guys i am out of ideas i have banged my head on the wall for 2 days.
The errors:
Server console: Not a lan address!
Client side: No or Bad Challange for this address
Any one got any more ideas?
All i can figure out is the dam game on our dedicated servers is not allowing any IP to connect out side of the local subnet mask.
One thing i did find on the client side is it gives an IP address of 0.0.0.0:00 when it gets that error so that says something told it to shove it.
This happens on all 3 of our dedicated servers running server 2003 enterprise.
I looks like its not in the configs or the start up command. I have contacted the Hosting company we go threw and they have servers up and running with out this problem and have no idea whats going on.
The problem seems to pop up on certain windows installs like there is something set different in the OS.
There is no Firewalls, Antivirus or any BS running we keep our dedicated servers clean and free to limit any kind of lag.
Each server has 5 isp's coneected with 13 IP's on each server. all quad core with 8 gigs of ram Running TCAdmin.

I've heard that this can be firewall related. One GSP manager said to try adding your COD5.exe file to the exceptions for your firewall and to see if that worked.

I'd also put the dx files in your game folder as well just as a test.

or just the 2 files for dx9 and 10 here:

Unfortunately, none of the above worked for me. MD5 was ok for all files and the 2 directX files were put in the game folder from the link you gave me. Also directX is the last version in our server. Thanx for the advice, though.
I re-uploaded the whole game on the server and it did the trick.... Weird...

Well i fixed the Error: 'Decicated server not authenticated' by changing my master IP so now i am really baffled as i didnt change any files. what the hell is going on with this game, i posted it with Activision and they said they dont think its banned and in a later replythat he dont know what dw_authorizing means "I did not code the game". Here is the reply from activision.
QUOTE FROM ACTIVISION
Hi,
I don't think you've been banned anywhere. The error message is indicating that PunkBuster isn't starting.
This error indicates one of three things:
1. The file does not exist.
2. The file is being written to by another application.
3. You do not have read access to the file.
Try reinstalling Punkbuster by downloading and running the installer from:
http://www.punkbuster.com/index.php?page=pbsetup.php
Try shutting down some applications running in the background. To do this please do the following:
1) Press the Windows Key + r to bring up the Run box
2) Type msconfig, hit ok
3) Go to the startup tab
4) Everything checked in here is a program that starts when windows does. None of these should be necessary for Windows to operate. Please take note which ones are checked (for your records later).
5) Uncheck everything
6) Click on the Services tab
7) Make sure the box at the bottom next to "Hide all Microsoft services" is checked
8) Uncheck everything in this list as well
9) Hit ok, reboot as prompted (if you receive a popup window concerning using your systems selective startup when your system finishes rebooted please click the option for "Do not show this window in the future").
Also make sure you have full administrative priveleges on the machine you're playing the game on. Check the game folder properties of the game directory and ensure that your account has full control of the file. The default folder path is:
C:\Program Files\Activision\Call of Duty 4 - World at War

I had this same issue with COD5 on windows 2003 EE server. COD4 server worked fine but COD5 came up with the same issue you all were seeing. In my case it was as simple as correcting the date and time as this was a new install on a dedicated box in a Datacenter. I did not think that the time and date would matter so much but for some reason without it set right COD5 fails to authenticate clients and sends the message "Not a Lan Address"
