Restricted Rcon?

I am in charge of a dedicated 16 player CoD server, through a server rental company. I have the server all set up and running with the PRM realism mod. My problem is that I would like some trusted players on the server to have admin access to the following features:

1)Kick
2)Temporary Ban
3)Map change / rotate

However, if I give the players the rcon password for the server they are able to change almost every option on the server, including the settings for PRM. Is there any way (through the server or through an application) to grant them admin, but at a restricted level? I've done a good deal of looking and cant find anything. Any suggestions would be appreciated.

Did you check the downloads section here?

There's at least 2 programs, 3 I believe, that give you that very ability; you assign groups/members with permissions to certain commands. If I recall, Server Watch, GSA (Game Server Admin), and ServerScan have this ability.

Okay, thankyou, I'll take a look. Are any/all of these compatible with mods on the server, such as PRM 3.5?

These programs have nothing to do with mods on your server, they are separate programs that run on a clients pc. Generally, you run the main program, your members then connect to it using a client version of it (i.e. they connect to your computer).
