Start Delay and autobalance

1 - Is there a var for start delay?


2 - I have:
set scr_teambalance 1
set g_teamswitchdelay 15

But it only autobalances at the end of the round.
I've seen in some servers the autobalance in the middle of the round.
How is it done?
