Problem with dedicated internet server using private IP address

Hello, just recently i tried to start a server, and when it went online i could not find it, so i went to the local section and it was there so i connected. When i pressed tab, i noticed that the server was using my private IP address. Is this because im using a static IP address? I've heard that it could be something with the networking and sharing center, because i think im on a private network. It says im connecting to "Network 2" and then the internet, is there any way to connect directly to the internet somehow?

the server needs an ip addy, if your running it from home thats the ip it will use.
