We want to run a server that has a few more real settings than what hardcore has.

Namely we want to stop Artillery and the chopper.

Is there a command that can be put in the config that will stop these coming up when you get 5 and 7 kills?

Or at the very least a command that will reduce the bullets a chopper uses to 0 and the same with the artillery?

One last thing, we want to keep the server ranked at the same time.

Simple answer, can't alter those settings and keep it ranked. You need to use fsmods, or one of the proprietry progs like AWE, ACE etc etc. If you try the SEARCH function , you will see numerous threads about this ;)

If this dvar is set to "0" , the heli will not have any ammo

set scr_heli_turretClipSize 0

You cannot disable the airstrike on an unmodded server afaik ..

See above, LOL or maybe even try seach. Altering airstrike settings and indeed the whole fsmod thing has been done to death on numerous posts here.
