like the tital says.... what are the sv_voiceQuality setting and what's the diff. between them?
Ex: sv_voiceQuality 1 //excellent
sv_voiceQuality 2 // better
sv_voiceQuality 3 //pure crap

i believe those are for using the ingame voice function, kinda like teamspeak but using the server.

Its probably a bandwidth usage/allocation thing.

I know WHAT the setting does... what I'm asking is what are the values?? what numbers are used and what quality do they give the VoIP?

Actually, I believe the commented out values in your config are both wrong and incomplete. Of course, there is no official documentation from IW, but the value range is supposedly 1-7. 1 being the lowest quality, 7 being the highest (with the default for some reason being the completely useless setting of 1). We use voicequality 6 on our servers. It sounds not quite as good as teamspeak but pretty close. The biggest difference is the volume of the in-game chat is lower than i would like.
There are settings in the client-side config_mp.cfg that seem to address mic volume levels, but we did some tests on those and saw no difference in volume when we changed them. These are below if you want to mess with them (report back if you find anything worthwhile).

Increasing the values of the server voiceQuality dvar does effect bandwidth (it's more data after all). We tried to test it as much as possible, and found zero difference in lag or latency in the higher settings from the lower ones. I am guessing you would only ever notice the increased bandwidth usage if you were hosting the server from a home connection or the like. We have zero stability issues from the higher values. I imagine there is a small CPU hit on the client side for using the higher levels, but it's nothing that anyone has ever noticed.
I am a big proponent of voicechat in pubs. It really helps the teamwork. I wish more servers would use it.
