Voice & OT problems

Im having issues with getting voice to work on my server, my dvars are correct but nothing :(

I also am trying to get Overtime to work on this S&D server, I have it set to 10 rounds but it doesnt go into OT if theres a tie

I figured out voice but I cant get Overtime working for the life of me. if it goes 5-5 it just ends.
Anyone have a cfg that i can see for a 10round limit sd server? Im just stuck..
