I Hear Dead People

One of these days all these little problems will go away . . .

I have a ranked, hardcore server. In game voice is on but the problem is the dead people can talk to the live ones. Funny thing is, On my second server I have the same configuration but no problems with live/dead chat. Here's the config. Any ideas?
