Limiting what is votable

Hi all......I need some help in figuring out how to limit what players on our server can vote on. I think its only fair that when clan members are not available that the clients can change to the next map or even kick or temp ban an offending player. Is there away to do this? In SoF2 we used a small cfg file to enable/disable what was votable but I cant seem to figure it out in COD. I can make it clientside with out a prob ...just dont make the options visible in the menu file but I need serverside. Any help in pointing me in the right direction would be appreciated.
