You won't need much however if you have it use at least a gig of ram, that seems to be the big factor.
Any P4 should handle it

would a 1 ghz celeron do the trick with 1 gb ram?

plz write me a guide cuz im not used to setting up 24/7 servers

I've read of people using a PIII to run COD4. It'll run on slow hardware, will it run well? Probably. You'll really notice the slowness on map rotations. But when the server is up, it should be fine.
Celeron's have been around a while, i hope it's 1Ghz + ;)
As for setting up linux, you should get advice on that elsewhere (lots of us can do it, but there's better sites for that kind of advice). Here's a very good place to start: http://www.howtoforge.com/
Once you've got linux up and running come back and we'll help with the rest. :D

great
i dont care if map rotation is slow
they are still forced to wait for it :D
its around 1,1 ghz but i can easily clock it to 2 if it needs to :D
just gotta get working on linux then....
but p3 how much ram can a p3 run actually?
they normally sit at a maximum of 512 as i remember
damn linux im to stupid to install so this will take a while i guess

That will be your biggest concern, your home connection, unless you're from the Netherlands with their 100MB connections. - show offs
You need to make sure your upload speed can handle the number of players you wish to have. Use this old guide I created way back when trying to set your max rate.
Guide here (http://www.fpsadmin.com/forum/showthread.php?t=9016)
Look at the, check your upload speed, section.
Good luck and let us know how you make out.

i have 100 mb/s up and last time i checked it uploaded around 20 mb so that will be fine
i will keep you up to date and i will also tell how the server performs when im don
but first i gotta get regular cds for ubuntu...

if your just running the server from your own home and have a good upload speed then i would not bother to go for linux you could just host from a windows xp box. why simple ur managing the box thats sitting next to you
the CPU wil just do fine for 16 players but i would reccomend a faster one like p4 3 gighrtz or AMD type like makes it run smoother and mapchanges wil be quicker
