Has anyone tried just uploading the installed game without installing it and running the server? And did it work?

All my boxes have RAS installed (which i can't remove for various reasons). Because of this, the Windows firewall is disabled and cannot start even if RAS is disabled. Because of this, the install fails :(

That's what i'm asking. Can i upload a copy of the *installed and patched* game to my server?

Yes Woody, you can. Thats what BA and EA recommended. I just finished the 7.5GB upload to my server. Let me know if you need help getting some of the files.
