I'm having some problems with lag on a server I just built. Even with no users playing I'm still showing yellow in the Lagometer tool. I'm running a 2.6 Mhz machine with 1gig of memory on Windows 2003. I'm getting similar results on a Linux machine so I'm ruling out OS for the time being. Anybody have suggustions on OS tweaks that would be helpful or other network feedback, dual nic cards?? I'm also considering upgrading our switch from 10Mbit to 100 Mbit to see if this would help the situation.

Im assuming this is an Internet server, not LAN. What kinda connection is it on?
Also, what is your maxrate setting in the cfg file set to? I'd start with something ~10000 for broadband players, if you have the bandwidth for it.
Usually maxrate problems show up as yellow bars on the bottom graph though, and connection problems show as yellow on the top graph (though this can be server related too).

Yes, this is an Internet server on a T-1, I went head change the max rate value to what you suggusted. I can see a slight improvement in the meter but not much.

Try doing a traceroute to the server to see if there is a network problem somewhere in between you and the server.
Start/Run/cmd.exe (xp/2000) or command.com(95 variants)
tracert xxx.xxx.xxx.xxx
It should look something like this:

Trace complete.
The numbers you see ( 60ms 63ms 69ms) are your 'ping' to the server. Tracert isn't entirely accurate with pings (use ping xxx.xxx.xxx.xxx for a better idea of your ping) but it gives you a pretty decent idea of where the problem might be.

ok this is what it got :
AMD Athlon XP 2600+ with 1024MB ram
connection :100MB port
OS:linux
im running 2 X 32 MAN and 2 X 24 (4 servers)
now my settings are maxrate 25000
and im having NO lag or server crashes .
so i think it could be a hardware prob or mostly your connection !
10MB port is quit small imo.

jdwright - This was one of the first things I checked, I'm only going through 4 hops to get to the server and each point is responding in good time. Thanks for the suggustion.
Jedi_Pimp - I would tend to agree with you on 10Mbit port being to small, upgrading to a 100Mbit switch is what I'm leaning towards however a buddy of mine that is running NeverWinder Nights on the same pipe says that 10Mbit is plenty and that the T-1 running at 1.5 Mbits would prevent any increase in speed performace. What are the benefits of running 100Mbit on your external port if your limited to 1.5 on your line?
